This is a cartoon of a British policeman who is about to club an Irishman holding a bomb. The bomb is to represent that Ireland is about to explode with fury over the fact that the British are there and that they are mistreating the Irish. The Prevention of Violence Bill is wrapped around the policeman's club, to me signifying that he has no disregard to carry out any of the rules on the bill, and that he doesn't care about the bill in general. The Irishman has an IRA pamphlet in his pocket, showing that he is an IRA member, or a supporter. This cartoon is a clear snapshot of The Irish War of Independence.
